UCMS Platform for MHPSS is a Unified Content Management System of UNICEF LACRO. There is a fundamental imbalance in the supply and demand of quality mental health care for children and adolescents across Latin America and the Caribbean. The mental health treatment gap remains a public health concern as many children, including those from indigenous communities, with serious mental illnesses remain untreated.

So, UNICEF LACRO wanted to advance MHPSS services through digital platforms in the region. It helps create and promote a thematic library of open-access MHPSS digital public goods for children and adolescents. This platform has content, software, and technical guidance developed by and for the Latin America and the Caribbean context.

Benefits of the UCMS Platform

A UCMS platform provides a comprehensive solution for managing content throughout its lifecycle, enabling organizations to improve collaboration, efficiency, and control over their valuable digital assets. It makes it easy for them to keep and maintain their data. A UCMS offers numerous benefits to an organization. Here are some key advantages:

UCMS provides a centralized platform for managing all types of content, including documents, images, videos, and multimedia files. This centralization ensures consistency, reduces redundancy, and simplifies content management processes.

Many UCMS platforms offer personalization options, allowing users to customize their content views, layouts, and preferences. This flexibility enhances the user experience. It also makes it easier for individuals to work with the platform in a way that suits their needs.

UCMS platforms typically include robust search capabilities, metadata tagging, and taxonomy management. These features enhance content discoverability, enabling users to quickly find relevant information, saving time, and increasing efficiency.

With a UCMS, content becomes easily accessible on any device, anytime, and anywhere. It eliminates the need to store content in multiple locations or transfer files via email, making it convenient for remote or distributed teams.

UCMS platforms often offer workflow automation capabilities. It enables organizations to streamline content creation, review, and approval processes. Automated workflows can reduce manual effort, eliminate bottlenecks, and improve efficiency.

UCMS platforms provide robust security measures to protect sensitive content. Access controls, user permissions, and encryption mechanisms ensure that content is only accessible to authorized individuals. Additionally, it decreases the possibility of data breaches and unwanted access.

UCMS platforms facilitate collaboration among team members. It allows multiple users to simultaneously access, edit, and contribute to content. UCMS also helps with Real-time collaboration features, such as version control and document tracking, enhancing teamwork and productivity.

UCMS platforms may provide analytics and reporting features, offering valuable insights into content performance, user engagement, and usage patterns. This data helps organizations make informed decisions, optimize content strategies, and improve overall effectiveness.

By consolidating content management into a single platform, organizations can reduce costs associated with multiple content systems, licenses, and maintenance. UCMS platforms also eliminate the need for extensive IT infrastructure, as they are typically cloud-based and require minimal on-premises hardware.

Problems faced by UNICEF LACRO

UNICEF LACRO wanted to develop a digital platform to advance MHPSS services in Latin America and the Caribbean region. Their objective was to apply a "learning by doing" approach to children, adolescents, and their caregivers while using local knowledge and on-the-ground implementation experience across LACRO.

They want to develop packages of MHPSS digital public goods and standardized measurement tools to strengthen responses to the mental health needs of children and adolescents in the region. But they were facing problems in developing the UCMS Platform.

So UNICEF LACRO was looking for a consultant to help create and promote a thematic library of open-access MHPSS digital public goods for children and adolescents. It includes the packages of content, software, and technical guidance developed by and for the LACR context.

Finally, they found Riseup Labs, who is specialized in software development, to assist the consultant in all aspects regarding the analysis, design, development, testing, and deployment of the following:

  • Web System
  • Front end Development
  • Back end Development
  • CMS Database Development

Moreover, Riseup Labs has already developed several Mobile apps, Web Systems, eLearning Platforms, etc., for UNICEF. So they trusted Riseup Labs to develop the UCMS Platform for MHPSS also.

Challenges Faced by Riseup Labs' Developers

The main Challenges of the UCMS Platform for MHPSS were to integrate with UNICEF's Rapid Pro and IOGT systems. These two are the important part of this Unified Content Management System(UCMS).

While RapidPro is a powerful tool for mobile-based communication and workflow automation, it does come with some challenges. Here are a few challenges faced by Riseup Labs' Developers like UNICEF when using RapidPro:

  • Customization Limitations
  • Integration Challenges
  • Technical Expertise

Although RapidPro offers a range of features and customization options, there were certain scenarios or complex requirements where the platform's built-in functionalities fall short. Riseup Labs needed to find workarounds and develop custom solutions to address these specific needs.

Integrating RapidPro with existing systems or databases is sometimes challenging. Depending on the complexity of the integration and the availability of APIs or connectors, organizations faced technical difficulties in synchronizing data between RapidPro and other platforms.

While RapidPro's visual flow editor made it accessible to non-technical users, some level of technical knowledge was required to set up and configure the platform effectively. The Client needed to invest time and resources to train staff and hire technical expertise to fully leverage RapidPro's capabilities.

Solutions Provided by Riseup Labs

The developer team of the UCMS Platform for MHPSS properly analyzed the method to solve the problems. They also find out the solution to integrate this UCMS with UNICEF's Rapid Pro and IOGT systems. These two are the important part of this Unified Content Management System(UCMS). So, here is the solution on how the developer team of Riseup Labs solved the challenges.

  • Developing Own Codebase
  • User-friendly UI/UX

There was a Challenge in IoGT to integrate a translation service where user can translate their content according to the demand. Developers of Riseup Labs have developed their own codebase with the help of a translation engine (DeepL) which can communicate Waigtal CMS content and provide a translation service. UCMS also works as a central repository for keeping the contents in a System.

While taking those challenges as an opportunity, Riseup Labs designed a user-friendly UI that is able to create a complex UI system into a user-friendly interactive system.

After interviewing users and UX research, the developer team came up with a UX, that solved the visual flow editor and made it accessible to non-technical users.

It is a simple linear flow to create a Complex interactive flow on RapidPro, that can be extracted as a file format. Users can later import this file to the RapidPro instance to create a flow and simulate it.
