Bangladesh’s Public Investment Management ecosystem includes several digital systems that support project processing, appraisal, budgeting, financing, monitoring, and risk assessment.
Under the SPIMR initiative, Riseup Labs carried out a structured study of this digital environment to understand how the systems work, how information moves between them, where gaps exist, and how future interoperability could be improved.
The engagement covered major PIM-related systems including PPS, AMS, DRIP, iBAS++, ePMIS, PAMS, and FAMS. It also included a focused assessment of the PPS appraisal module and a comparison with requirements and business logic from the earlier PAMS platform.
Public Investment Management does not depend on a single information system.
Different government platforms support different parts of the project lifecycle. These include project processing, appraisal, budgeting, accounting, climate-risk assessment, implementation monitoring, and foreign-aid management.
The challenge was to understand how these systems work together as one wider digital ecosystem.
The study therefore needed to look beyond individual applications and examine:

The engagement was designed to build a clear picture of the current PIM information-system environment and identify practical opportunities for improvement.
The main objectives included:

The engagement included document review, stakeholder interviews, system demonstrations, architecture analysis, data-flow assessment, requirement comparison, and stakeholder validation.

The Project Processing, Appraisal and Management System supports online Development Project Proposal processing through the government approval process, including appraisal functionality.
The Annual Development Program Management System is part of the wider PIM information-system landscape assessed during the study.
The Disaster and Climate Risk Information Platform provides GIS-based hazard, exposure, vulnerability, and climate-risk information for development-project assessment.
The Integrated Budget and Accounting System supports government budgeting, accounting, and expenditure tracking.
The Electronic Project Management Information System supports implementation monitoring of approved projects, including physical and financial progress information.
The Project Appraisal Management System was an earlier appraisal platform. Its requirements, processes, and business logic were reviewed as part of the PPS appraisal assessment.
The Foreign Aid Management System supports information related to foreign assistance and development financing.

The final reporting and recommendations were designed to support future cooperation and potential digital-system improvement under SPIMR.

It examined how systems, organisations, data, and business processes work together across the wider Public Investment Management lifecycle.
By combining system assessment, interoperability analysis, architecture modelling, business-process review, requirement comparison, and stakeholder validation, the engagement created a broader view of the PIM digital ecosystem and the areas where future improvements may be possible.
