Bangladesh’s Public Investment Management ecosystem includes several digital systems that support project processing, appraisal, budgeting, financing, monitoring, and risk assessment.

Under the SPIMR initiative, Riseup Labs carried out a structured study of this digital environment to understand how the systems work, how information moves between them, where gaps exist, and how future interoperability could be improved.

The engagement covered major PIM-related systems including PPS, AMS, DRIP, iBAS++, ePMIS, PAMS, and FAMS. It also included a focused assessment of the PPS appraisal module and a comparison with requirements and business logic from the earlier PAMS platform.

The Challenge

Understanding a Complex Digital Ecosystem

Public Investment Management does not depend on a single information system.

Different government platforms support different parts of the project lifecycle. These include project processing, appraisal, budgeting, accounting, climate-risk assessment, implementation monitoring, and foreign-aid management.

The challenge was to understand how these systems work together as one wider digital ecosystem.

The study therefore needed to look beyond individual applications and examine:

  • How information moves between systems
  • Where manual information exchange is still used
  • Where CSV, file-based, or batch processes are involved
  • Where API-based integration already exists
  • Where duplicate data entry or repeated activities may occur
  • Where workflows create bottlenecks or unnecessary steps
  • Where stronger system interoperability may be possible

The challenge was not one system in isolation. It was understanding how multiple platforms, data flows, workflows, and institutions connected across the full public investment lifecycle.

The Objectives

The engagement was designed to build a clear picture of the current PIM information-system environment and identify practical opportunities for improvement.

The main objectives included:

  • Assessing the functions, workflows, data flows, and responsibilities of major PIM systems
  • Identifying interoperability issues between government platforms
  • Finding areas that still depend on manual documents, CSV files, batch exchange, or other non-integrated processes
  • Identifying duplicate activities and redundant data processing
  • Developing an As-Is view of the current system environment
  • Developing a feasible To-Be model for stronger system linkages and information exchange
  • Reviewing interfaces between PPS, AMS, DRIP, iBAS++, ePMIS, FAMS, and other relevant systems
  • Comparing PAMS requirements with the PPS appraisal module
  • Identifying missing, overlapping, and inconsistent appraisal requirements
  • Recommending ways to strengthen the PPS appraisal module
  • Validating findings with relevant government stakeholders
  • Preparing a roadmap for potential future digital integration and support

Our Approach

A Structured Assessment of Systems, Processes, and Institutions

Riseup Labs combined technical analysis with stakeholder consultation to understand both the digital systems and the institutional environment around them.

The engagement included document review, stakeholder interviews, system demonstrations, architecture analysis, data-flow assessment, requirement comparison, and stakeholder validation.

1. Survey Planning and Stakeholder Mapping

The first stage established the structure of the study.

This included:

  • Defining the survey scope and objectives
  • Developing the survey methodology
  • Identifying relevant stakeholders
  • Preparing interview schedules
  • Creating structured questionnaires for each targeted PIM system

The questionnaires covered functional, operational, technical, interoperability, and institutional topics.

2. Stakeholder Interviews and System Demonstrations

Structured discussions were held with officials responsible for the operation, maintenance, management, and oversight of PIM-related systems.

The interviews explored:

Live system demonstrations were also reviewed to understand how the platforms operate in practice.

3. System Documentation Review

Available functional and technical documents were reviewed to build a more complete understanding of the digital environment.

Particular attention was given to documentation for PPS and PAMS, including:

This documentation supported the comparison between the earlier PAMS solution and the PPS appraisal module.

Multi-System PIM Assessment

The study covered the main information systems involved in Bangladesh’s Public Investment Management environment.

PPS

The Project Processing, Appraisal and Management System supports online Development Project Proposal processing through the government approval process, including appraisal functionality.

AMS

The Annual Development Program Management System is part of the wider PIM information-system landscape assessed during the study.

DRIP

The Disaster and Climate Risk Information Platform provides GIS-based hazard, exposure, vulnerability, and climate-risk information for development-project assessment.

iBAS++

The Integrated Budget and Accounting System supports government budgeting, accounting, and expenditure tracking.

ePMIS

The Electronic Project Management Information System supports implementation monitoring of approved projects, including physical and financial progress information.

PAMS

The Project Appraisal Management System was an earlier appraisal platform. Its requirements, processes, and business logic were reviewed as part of the PPS appraisal assessment.

FAMS

The Foreign Aid Management System supports information related to foreign assistance and development financing.

Interoperability and Data Flow Assessment

Understanding How Information Moves Between Systems

One of the main areas of the study was understanding how information is exchanged across the PIM ecosystem.

The assessment examined:

The current environment was compared with a proposed future-state model to identify areas where technical or organisational improvements may be needed.

Designing the To-Be Integration Model

Based on the findings from the current-state assessment, Riseup Labs developed a proposed future-state model for stronger interoperability across PIM-related systems.

The To-Be model considered opportunities for:

  • Better reuse of existing government data
  • More streamlined project-processing workflows
  • Better connections between project formulation, appraisal, approval, budgeting, and implementation monitoring

The future-state model was developed with stakeholder consultation so that proposed improvements could reflect the institutional environment as well as technical needs.

End-to-End Project Lifecycle Analysis

The engagement also examined how information moves across the wider government project-processing lifecycle.

The high-level flow covered:

Agency → Ministry / Division → Planning Commission → Planning Advisor → ECNEC

The assessment reviewed this lifecycle to identify:

PPS Appraisal Module Assessment

Strengthening the Appraisal Process

A major part of the engagement focused on the appraisal functionality being developed within PPS.

  • Identifying missing requirements
  • Identifying inconsistent requirements

The comparison between PAMS and PPS created a structured way to identify useful requirements, gaps, inconsistencies, and business logic that may strengthen the PPS appraisal module.

The final reporting and recommendations were designed to support future cooperation and potential digital-system improvement under SPIMR.
