Executive Summary
The International Foundation for Electoral Systems (IFES) partnered with Riseup Labs to digitize and modernize their electoral training deep-dive program. Together, we developed an interactive, highly engaging e-learning module titled “Strategic Planning and Change Management.”
Our objective was clear: convert highly complex, traditional institutional training materials into a scalable, self-paced digital learning experience. The resulting solution empowered Electoral Management Bodies (EMBs) worldwide to master strategic planning, institutional reform, and change management through an intuitive Learning Management System (LMS).
The Challenge: Overcoming Traditional Training Barriers
Delivering effective electoral training on a global scale presented IFES with several critical challenges:
- Complexity of Content: Strategic planning and institutional reform are inherently complex concepts that are difficult to communicate and absorb through traditional, static formats.
- Limited Learner Engagement: Existing static training materials lacked interactivity, leading to reduced learner engagement and poor knowledge retention.
- Scalability Constraints: Relying on in-person and manual training approaches severely limited IFES’s ability to reach diverse geographical regions and varying EMB contexts.
- The Practical Application Gap: Learners needed real-world context and scenario-based understanding to do their jobs effectively, rather than theoretical knowledge alone.
- Strict Technical Requirements: The new digital solution required seamless deployment across various LMS platforms (specifically Moodle), necessitating rigorous testing and strict SCORM-compliant packaging.
The Solution: A Modern E-Learning Architecture
To solve these challenges, Riseup Labs designed and developed a comprehensive, interactive e-learning module, blending modern instructional design with cutting-edge technology.
Our team implemented a multi-faceted solution:
1. Interactive Learning Architecture & UI/UX
We completely restructured the raw training content into an intuitive, user-friendly learning flow. Our design team utilized Figma to create a visually engaging UI/UX, while our developers built out the interactive modules using Articulate 360.
2. Scenario-Based Learning
To bridge the gap between theory and practice, we integrated real-world scenarios representing different EMB contexts, including:
- Newly established institutions
- Mature governance systems
- Post-conflict environments
(This approach enabled learners to safely apply strategic decision-making in highly practical, simulated situations).
3. Engagement-Driven Features
We replaced static reading with active participation by integrating:
- Interactive drag-and-drop activities
- Concept reinforcement exercises
- Interactive tooltips and contextual guidance
- Dynamic strategy mapping simulations
4. Strategic Planning & Stakeholder Frameworks
We built interactive breakdowns that guided learners step-by-step through building structured institutional strategies. This included defining Missions & Visions, Strategic Objectives, and Performance Indicators. We also developed visual frameworks to help EMB leadership identify, engage, and collaborate with stakeholders and partners.
5. LMS-Ready Deployment
To ensure global accessibility, the Riseup Labs QA team packaged the entire module with strict SCORM compliance. We conducted rigorous testing across multiple Moodle environments and web browsers to guarantee cross-platform consistency and peak performance.
The Impact: Measurable Global Transformation
The interactive e-learning solution delivered by Riseup Labs provided IFES with measurable improvements in both training effectiveness and global accessibility:
- Enhanced Learning Engagement: Gamified and interactive activities significantly boosted participant participation and long-term knowledge retention.
- Scalable Training Delivery: IFES can now provide high-quality electoral training to learners globally through localized LMS platforms, removing the geographical barriers of in-person training.
- Improved Institutional Capacity: EMB professionals are now equipped with practical, actionable tools for immediate strategic planning and reform.
- Real-World Application: Scenario-based learning successfully bridged the gap between academic theory and on-the-ground implementation.
- Standardized Training Framework: The project established a consistent, repeatable, and highly successful model for all of IFES’s future electoral training programs.
The Bottom Line: Riseup Labs successfully transformed a traditional training program into a modern, resilient digital learning experience—ultimately supporting the development of stronger, more transparent electoral systems worldwide.
Conclusion
The collaboration between IFES and Riseup Labs demonstrates the transformative power of modern e-learning. By turning complex, static materials into an interactive, globally accessible digital experience, we didn’t just solve a scalability problem. We established a future-proof training framework that empowers global electoral bodies with the practical tools they need to drive real institutional change.
